The California Government Code and the City's Municipal Code establishes the City Clerk as the Corporate Secretary of the municipal corporation and Clerk of the City Council. The City Clerk acts as the Secretary for both the City Council and the City of Bell Gardens Community Development Commission.

Meeting Information
The City Council meets every second and fourth Monday at 5:00 p.m. for Executive Closed Session with the regular meeting beginning at 6:00 p.m. in the City Hall Council Chambers at 7100 S. Garfield Avenue, Bell Gardens, CA 90201.

The Gaming Commission meets every first Monday of each month at 9:30 A.M.




City of Bell Gardens Services
The responsibilities of the City Clerk can be generally compared to that of the County Clerk/ Registrar-Recorder and include the following operational categories:
  1. Council Legislative Operation: Prepares and distributes Council/Redevelopment Agency/Finance Authority agendas and attends meetings; records and communicates all Council legislative actions and proceedings in meetings, ordinances, resolutions, minutes and indices thereof.

  2. Election Administration: Conducts elections; coordinates and advises public officials, candidates for office, and the public of election matters, campaign disclosures and voter registration.

  3. Documentation, Certification, And Legal Notices: Certifies authenticity of municipal corporate documents for public officials, governmental agencies, courts, and the general public; maintains custody of corporate seal; assures publication and posting of legal public notices.

  4. Contract And Deed Administration: Maintains file controlling date-certain events regarding agreements, contracts, binds, deeds, easements, vacations, licenses, franchises, and insurance policies; supervises purchase and contract bid openings and performing bonding.

  5. Records Management: Maintains in protective custody all documents certifying municipal corporate actions and authority including agenda related materials, public notices, historic documents, etc.; assures archival preservation of records for public and official use.

  6. Fair Political Practices Commission Statements: Filing and auditing officers for election campaign reports and statements of economic interest (conflict of interest) for designated employees and certain appointed officials; coordinates City Council, City Attorney, Treasurer, City Manager, and Planning Commissioners filings with the Fair Political Practices Commission. Is responsible for State-Mandated annual review and update.

  7. Information Liaison: Provides variety of information gathering and records retrieval research services to the public and public officials regarding elections, city government, legislative processes and actions, municipal corporate history, Fair Political Practices Commission filings, etc. Serves as a Passport Acceptance Agency for the U.S. Department of State.

  8. Municipal Corporation's Filing Officer: Accepts all services of legal processes.

  9. City Clerk's Office Administration: Performs planning, coordination, budgeting, supervisorial, and training responsibilities in administering the City Clerk's functions in conjunction with the California Government Code, City Council, City Attorney, and City Manager.

  10. Municipal Code: Prepares applicable ordinances in a book form, maintaining updates, subscriptions, duplication and distribution in a timely manner.

  11. Miscellaneous: Performs all the duties mandated by various sections in various California Codes. Also, performs any duties assigned to it by the City Council.
