| Community Development Block Grant (CDBG) |
The purpose of the Community Development Block Grant (CDBG) Administration Division is to implement all CDBG funded programs in compliance with both Los Angeles County and Federal requirements. This division processes all Memoranda of Understanding (MOU's) and agreements with Los Angeles County Community Development Commission, and processes all invoices, payment requests and drawdown requests.

Programs funded with CDBG funds are approved by the City Council and must be used to serve low to moderate income residents. On an average, the City will have anywhere form fifteen to twenty-five programs funded and running at any given time.
Commercial, Industrial and Business Loan Programs
- The city's business community can take advantage of County loans offered through the City, starting at $2,500, depending on their need and qualification.
- Loan proceeds could be used for a variety of purposes, including but not limited to the purchase of equipment/machinery, acquisition of property, and working capital for existing and start up business.
- The community can take advantage of the Los Angeles County Community Development Commission Homeownership Program offered through The City of Bell Gardens. For further information, please contact the Los Angeles County Community Development Commission at (323)890-7281.
Social Service Organizations
Human Services Association , a non-profit agency provided Bell Gardens residents with the following services.
- Monthly Food Distribution Program - Residents who qualify for this program will receive bags of food, once a month, consisting of nutritious staples.
- Elderly and Handicapped Transportation Services.
- Advocacy Counseling and Outreach - Provides for counseling, outreach, advocacy and referral services by a full-time social worker.
Rio Hondo Boys and Girls Club
Gives youth in the city an enriching environment in which educational services such as tutoring, homework assistance, nutrition education, hygiene instruction, career enhancement, and leadership development are provided.
