City Council takes action to protect renters, expands medical taxi services and outlines steps to improve parking situation.

Rent control ordinance –  Council passed a short extension of the emergency ordinance restricting rent increases to no more than 3% and protecting tenants of multi-family units from eviction without cause with an expiration date of December 31, 2019. On January 1, 2020, Bell Gardens will assume the limitations of the Tenant Protection Act of 2019, which was passed by the California legislature this year. The new law states that rents may not be increased by more than 5%, with an additional 3% for inflation, every 12 months until January 2030.

Expanded services for senior and disabled taxi service – Council approved the expansion of Medical Taxi services, which provides non-emergency transportation for Bell Gardens residents who are age 55 and older and/or have a qualifying disability. The service will now be offered from 4 a.m. to 6 p.m. Monday through Saturday and will include transportation to medical facilities outside the City of Bell Gardens within a five-mile radius; Pacific Blvd. (west), Rosecrans Ave. (south), Whittier Blvd. (north) and Norwalk Blvd. (east), as well as two new medical facilities, Beverly Hospital in Montebello and Whittier PIH.

Parking study completed – The parking study requested by the Council earlier this year was conducted and resulted in three recommendations which staff will pursue:

  1. Curbside parking spaces will be defined with “T” markings on the pavement throughout the City.
  2. Shared parking opportunities will be identified and agreements will be drafted to make the best use of parking spaces that are affected by various schedules (for example, churches and schools who have different needs depending on the day and time).
  3. Residential parking benefit districts will be explored and created. A pilot RPBD will be established in an area with the highest level of parking occupancy; if it does not produce satisfactory results, the program may be discontinued.
