On October 7, 2005, the Governor signed Assembly Bill No. 1234, which required any designated employees, local agency officials (elected or appointed), including commissions, committees, boards, and other local legislative bodies (as defined in California Government Code Section 53234-53235.2), who receive any type of compensation, salary, or stipend or reimbursement for actual and necessary expenses incurred, to complete an ethics course once every two years.
Effective January 1, 2026, Senate Bill 827 expands this requirement to include department heads or similar administrators of local agencies. Accordingly, employees designated in the City's Conflict of Interest Code are also subject to complete this ethics training once every two years.
The Fair Political Practice Commission (FPPC) offers a free online course to satisfy this training requirement. The online training is self-paced and allows individuals to log off or login and continue the training where they left off. However, if the training is completed in less than two hours, individuals will be asked to participate in a Supplemental Ethics Training Course to assist in meeting the two-hour training requirement. Certificates must be a minimum of two hours to satisfy the training requirement. At the completion of the course, all designated individuals are asked to provide the Certificate of Completion to the City Clerk’s Office via email at cityclerkdesk@bellgardens.org or by mail or in person to City of Bell Gardens, City Clerk's Office, 7100 Garfield Ave, Bell Gardens, CA 90201.
