The City of Bell Gardens aims to transform the area around the intersection of Garfield Avenue and Florence Avenue into a vibrant, pedestrian-friendly community through a comprehensive Transit Oriented Community (TOC) Plan. This plan will promote safety and access to transit by redesigning the streetscape, reducing truck traffic, and providing wider sidewalks and fewer curb cuts.

Building on the City’s Housing Element, the Program of Projects will identify and assess specific housing sites to overcome barriers and enhance their marketability to developers. This will include infrastructure improvements and other strategic investments to support equitable housing growth.

By clearly outlining an equitable housing strategy, the TOC Plan aims to attract quality development that meets the needs of all residents, supporting sustainable urban growth and fostering a thriving, inclusive community around the vital transit hub at Garfield and Florence Avenues.
